Responsibilities

POSITION SUMMARY:

Under limited supervision, modifies, maintains, troubleshoots and repairs major physical security protection and fire systems for facilities and sites within the JEA area of operations. Job requires technical, theory and practical knowledge of the electrical, mechanical, electronic, telemetry and computer hardware and software principles applying to fire alarm, physical security camera, access control, alarm and control equipment and systems sufficient to perform a broad range of complex skilled craft activities. Guidelines are available but are not completely applicable to the work or have gaps in specificity requiring judgment in interpreting, analyzing and adapting methods, techniques and procedures to specific cases or problems. Solves complex problems within established parameters and identifies and recommends responses to new and unusual situations. Completed work is evaluated for technical soundness, appropriateness and conformity with policies and requirements. Regular contact with individuals in other work groups and individuals in leadership positions both inside and outside the organization is required to plan, coordinate or advise on work efforts or to solve physical security operating problems.

EXAMPLES OF WORK:

Performs preventative and corrective maintenance job plans, in accordance with the JEA Security Program Manual, covering various security systems to include gates and doors, access control/intrusion detection, video surveillance, fence protection, physical barriers, and fire alarms.

Responds to emergency call outs on a 24-hour basis as needed.

Performs daily planning of preventative/corrective maintenance tasks in accordance with prioritization and to ensure efficient use of labor.

Performs complete installations of various physical protection systems and fire alarm systems in complex and challenging work environments.

Performs administrator level software programming and operations of all software systems associated with the control, monitoring, or logging of a physical protection and fire alarm system.

Engages in ongoing training and development to maintain and enhance technical knowledge and skills required for the position.

As needed, may provide peer-to-peer training on security systems and equipment.

Coordinates with JEA Security to provide data, evidence and/or surveillance information as needed to assist in investigations of incidents on JEA sites.

Operates mechanical, electrical, and electronic test equipment in the performance of preventative/corrective maintenance of the JEA physical protection systems.

Calibrates instruments and monitoring devices associated with physical protection systems.

Submits and monitors warranty work requests, ordering of stock materials, and request for repair services from external contractors and approved vendors in support of the JEA Security maintenance program.

Prepares various reports, including those required/requested by the Department of Homeland Security, senior JEA leadership, and law enforcement agencies.

Participates and provides technical support for JEA Security group, internal customers, and end users.

Participates in the design review process for the planning of proposed physical protection and fire alarm systems, to include the implementation of field modifications.

Operates various JEA and/or rented vehicles to perform installations and repair of physical security, and fire alarm, equipment including bucket truck, scissor lift, and forklift.

Maintains tools and equipment in safe and proper working condition.

Complies with safety rules and regulations and employs safe work practices.

Performs other job-related work as assigned.

Job Requirements

OPEN REQUIREMENTS:

Education: High School diploma or equivalent.

AND

Experience: Five (5) years’ experience as a security system technician in support of commercial or industrial facilities requiring complex physical protection systems. These systems must include automatic gates and doors, access control systems, and video surveillance systems.

LICENSING/CERTIFICATION/REGISTRATION:

A valid driver’s license is required prior to employment and must be maintained during employment in this classification; additionally, a Commercial Driver’s License (CDL) of a certain level and/or with certain endorsements may be required, as will be described in this job specification if applicable.

A valid Class “B” Commercial Driver’s License as accepted in the state of Florida is required within six (6) months of employment and must be maintained during employment in this classification.

Professional certification from a recognized manufacturer in either an Enterprise Access Control System software or an Enterprise-level Video Management System (VMS) is required prior to employment.

Professional certification with AMAG Technology and GSI Video Surveillance Systems is preferred prior to employment; successful completion will be required within one (1) year of employment.

A valid Burglar Alarm/Fire Alarm System (BASA/FASA) Certificate is preferred.

Professional certification as a Physical Security Professional (PSP) is preferred.

Factory certification in HySecurity gate operators and devices is preferred.

Ability to perform work under noisy, dirty, high humidity, hot and cold conditions, at heights and in confined spaces.  Free of an irrational fear of noises.  Good manual dexterity.  Normal sense of smell, range of motion, and sense of balance.  Required to pass a qualitative respirator fit test with the ability to wear a respirator without respiratory distress.  Ability to work in the bucket of a bucket truck.

**JEA employees should not attempt to lift, pull or push a load in excess of 50 lbs. without assistance.  Care should always be taken when lifting, pushing or pulling in an awkward position.
