
Utility Safety Manager
Job Description
South Coast Resolutions (SCR) is seeking an experienced Utility Safety Manager with a strong background in underground construction, including horizontal directional drilling (HDD) and open excavation. This role is responsible for developing, implementing, and overseeing all safety programs across our utility operations, with a specific emphasis on writing safety policies that comply with OSHA standards and best practices. OSHA 500 certification is required.

- Salary Range: $80,000–$110,000 (commensurate with experience; higher compensation considered for advanced HDD/utility experience)

Pay: $80,000.00 - $110,000.00 per year

Responsibilities
Key Duties and Responsibilities
- Develop and enforce site-specific safety policies for HDD, trenching, open excavation, and confined space operations.
- Lead the implementation and oversight of SCR’s Safety Program across utility projects.
- Conduct daily job site inspections to identify hazards and ensure compliance with OSHA regulations.
- Serve as subject matter expert for field crews on safe work practices related to underground utility installation.
- Conduct training sessions, including new hire safety orientations, toolbox talks, and task-specific training.
- Investigate incidents and near misses; document findings and implement corrective actions.
- Maintain and analyze safety statistics and reports to identify trends and recommend improvements.
- Coordinate safety documentation and compliance for project startup and closeout with Project Managers.
- Collaborate with regional safety and regulatory agencies to continuously improve safety culture and practices.
- Communicate with clients and inspectors on safety matters.
- Author, revise, and maintain written safety procedures to ensure compliance and standardization across all job sites.
- Other duties as assigned.
Job Requirements
Qualifications
- Minimum 5 years of safety management experience in underground utility construction (HDD, trenching, excavation, etc.)
- OSHA 500 certification required
- Experience developing and implementing safety policies and job-specific safety procedures
- Strong understanding of OSHA standards, utility construction practices, and risk mitigation for underground work
- CSP or CHST certification (preferred but not required)
- Degree in Occupational Health & Safety, Construction Management, or related field (preferred not required)
- Strong written and verbal communication skills
- Bilingual in English and Spanish (strongly preferred)
- Proficient in SmartSheets Google suites and digital safety platforms
- Valid driver’s license and ability to pass background screening
Work Environment
- Field-based role with regular visits to active construction sites (exposure to high noise levels, outdoor conditions, and physical activity)
- Occasional desk-based work for documentation, reporting, and planning
- Must be physically able to walk sites, climb ladders, bend, stoop, and lift up to 20 lbs occasionally
