The Chief Safety and Security Officer is an executive role responsible for overseeing comprehensive safety and security programs within the Charlotte Area Transit System (CATS). The position aims to foster a proactive safety culture, ensuring a safe environment for employees, passengers, and the public while complying with relevant laws and regulations. This leader will manage safety and security departments, collaborate with law enforcement, and guide safety initiatives for bus and rail operations.

Responsibilities

  • Collaborates with the Executive Team to support and achieve the organization's goals.
  • Manages staff, including direct or indirect supervisory oversight for all team members.
  • Assumes full management responsibility for safety and environmental protection programs, transit security, and emergency preparedness.
  • Oversees coordination of security activities with CMPD and other local police agencies.
  • Ensures compliance with required Safety Plans for the FTA and FRA.
  • Maintains relationships with oversight and regulatory authorities.
  • Directs the collection and analysis of safety information and ensures continuous monitoring of the FTA's SMS.
  • Incorporates safety and security measures in the design and construction of new capital projects.
  • Develops and oversees the division budget, forecasting staffing and equipment needs.
  • Monitors CATS Safety and Security programs to ensure successful attainment of goals and metrics.
  • Serves as the chief investigator for rail and bus accidents and oversees incident reporting processes.
  • Conducts safety audits, emergency drills, and investigates accidents to ensure compliance with regulations.
  • Develops policies, codes, safety standards, and procedures for operational policies.
  • Maintains emergency preparedness standards and monitors regulatory compliance.
  • Supervises video security surveillance and researches technologies for effective application.
  • Manages security and safety emergencies on a 24-hour on-call basis.
  • Directs risk management, insurance/litigation, and loss prevention programs.
  • Analyzes and updates policies and procedures to promote a safe working environment.
  • Develops training programs to reduce accidents and expand safety awareness.
  • Models expected behavior for all employees and maintains cooperative relationships with other departments.

Job Requirements

  • Bachelor's Degree in a related field required; preferred in industrial safety, engineering, physical sciences, or public administration.
  • Minimum of 15 years of directly relevant experience, including 10 years in public transportation operations and/or safety.
  • At least 7 years of supervisory experience.
  • Ability to obtain PTSCTP certification and pursue CSP certification is preferred.
  • Must maintain a North Carolina driver's license, Class C, with a satisfactory driving record for the last 7 years.

Nice-to-haves

  • Transit Security and Safety Professional (TSSP) Certification preferred.
